[vc_row][vc_column width=”2/3″][vc_column_text]Spring Garden Township is the owner of a municipal separate storm sewer system (MS4) that discharges to surface waters of the Commonwealth of Pennsylvania.  Therefore, the Pennsylvania Department of Environmental Protection (PA-DEP) requires that the Township obtain and comply with the requirements of a NPDES General Permit (PAP-13).

Each year, Spring Garden Township submits an MS4 Annual Report Form which outlines the Township’s efforts to comply with the NPDES GP-13 requirements.  The Township follows the PA-DEP’s 6 Minimum Control Measure (MCMs) protocols which include:

  • Public Education and Outreach of Storm Water Impacts
  • Public Involvement/Participation
  • Illicit Discharge Detection and Elimination
  • Construction Site Storm Water Runoff Control
  • Post-Construction Storm Water Management in New Development and Redevelopment
  • Pollution Prevention/ Good Housekeeping for Municipal Operations

[/vc_column_text][vc_column_text]The Township has adopted and enforces a Stormwater Management Ordinance. All stormwater management plans are required to have engineering review and approval before approval of all new developments.

Spring Garden Township and the York County Conservation District have a Memorandum of Understanding (MOU) for review and enforcement of erosions and sediment control measures.

If you think you have observed an erosion or sediment problem from any construction site, please call 717-840-7430, the York County Conservation District.

The District will investigate these issues for the Township and enforce the regulations as applicable.

If you have any other type of stormwater problem or concern, please call the Township Office at 717-848-2858 to have it investigated.
