Rental Property Maintenance and Housing Occupancy Ordinance
The annual license fee per residential rental unit is $200 per year. Completed application and fee are due by January 31 annually.
The license will be valid for one year. Licenses will be e-mailed following receipt of completed application and fee. Late fees will be imposed at $50 per unit if the completed application and fee are not received by January 31.
Inspections are carried out once every two years, unless there is a tenant change or a complaint on the property. Property owners and/or property management company should download the inspection checklist to conduct pre-inspections prior to scheduling all required inspections.
Inspections will only be done with the property owner or owner agent. No inspections will be done with the tenant only.
Contact the office for the scheduling link to schedule a date and time for your bi-annual inspection once the application and license fee have been submitted to the township office.
Tenant change? If the tenant changes, a Tenant Change Application needs to be completed and provided to the Township Office along with a fee of $85 for a new tenant inspection.
The Township accepts payment of cash, check, credit card, or money order. Checks made payable to Spring Garden Township. Credit card payments are accepted in office and online with a link provided by the office, and will be subject to a 3% convenience fee.

- Completed rental registration applications are due by January 31 of each year.
- Completed applications are to include current tenant names and move-in dates, property owner information, and point of contact information. If the property owner resides more than 20-miles from the rental address a property management company must be used and their information provided on the application. Completed applications are to be accompanied by the per unit license fee.
- Don’t forget to provide your email address. Postal service delays have made it necessary to do more business via email to ensure deadlines are met.
- Application reminders will be sent to the agent on file or the property owner. It is your responsibility to submit the completed application and return it with the license fee (per unit) before January 31 of each year. Download and complete the application found on the Township’s website here.
- The rental license fee is $200 per unit.
- If you would like to pay with credit card, you must either call the office to request the payment link, or come into the office.
- Late fees will be applied to all applications submitted after February 1. If completed applications and license fees are not post marked by January 31, please add the $50 late fee per unit to the license cost of $200 per unit ($250 total per unit).
Failure to provide completed application and payment may may result in a violation pertaining to Township Ordinance §165 penalties.
